Braille and Tactile Signage in Dubai: What the Universal Design Code Actually Requires

ADA is a United States law. Dubai works to its own framework, and a sign package built to the wrong one can fail on site.

Ask ten signage suppliers in Dubai for compliant Braille signs and most will answer with the same three letters: ADA. It sounds like the standard. It is not the one that applies here.

ADA is the Americans with Disabilities Act, a United States federal law. Dubai has its own framework, the Dubai Universal Design Code, published by Dubai Municipality, and that is the document consultants and authorities use when a project is checked for accessibility. It asks for bilingual Arabic and English text, Unified Arabic Braille, and dimensions in millimetres.

The two overlap, but they are not interchangeable. This article covers what changes, what we see go wrong on site, and how tactile and Braille signage is actually produced.

Why Braille signage is a compliance issue in Dubai, not a design choice

Tactile signage is not decoration. It is part of the accessible route through a building, in the same way a ramp gradient or a door clear width is. Accessible signage and wayfinding carry requirements at room identification, toilets, stairwells, lift lobbies and exits.

That puts it inside the approval process. Accessibility is reviewed at fit out approval and looked at again at handover. If the signs do not match what the code asks for, the fix is not a design revision. It is a reprint, a reinstall, and a delayed handover.

There is a second consequence that gets missed. Because Dubai requires Arabic and English on the same sign, the language requirement changes the layout before anyone starts designing. Two scripts, two Braille lines, and a fixed reading order all have to fit inside the plate. A sign designed in English first and translated later almost never survives that.

In practice every sign name exists twice before design begins. These are the ones that appear on almost every project.

One wording point that matters locally. The UAE uses People of Determination, أصحاب الهمم, in place of older terms for disability. If a sign or a room name carries that wording, use it. Either way, have the client's Arabic reviewer confirm the final text.

ADA and the Dubai Universal Design Code are not the same thing

The confusion is understandable. ADA is well documented, freely available in English, and most sign software ships with ADA presets. So it becomes the default answer. Three differences matter in practice.

Language and Braille code

ADA covers English. Dubai expects Arabic and English. Arabic content uses Unified Arabic Braille, البرايل العربي الموحد, the Arabic Braille code used across the region. English content uses contracted English Braille. These are different systems with different rules. One cannot be produced from the other.

Units

ADA is written in inches. The Dubai Universal Design Code is metric. Converting inch figures does not always land on the value the code asks for, and the difference tends to appear in character height and dot geometry, which are exactly the things an inspector can measure. Legal standing

This is the simple one. ADA has no legal force in the United Arab Emirates. Referencing it in a submission does not demonstrate compliance with anything local.

What actually goes wrong with Braille signage on site

These are the failures we are asked to correct, in rough order of how often they appear.

  • Braille generated from a Braille font. A Braille font swaps each letter for a dot pattern, one for one. Contracted Braille does not work that way. The result looks correct to a sighted reviewer and reads as nonsense by touch.
  • Arabic Braille transliterated from English. The Arabic line is set, then the Braille underneath it is produced from the English text or from a romanised version. It has to come from the Arabic itself.
  • Arabic added at the end. The plate was laid out in English, so the Arabic gets squeezed, set at the wrong size, or supplied with the letters unjoined because it passed through software that broke the script.
  • Raised text that is too shallow to read. Characters and dots that look raised but are not built up enough to be identified by hand. [VERIFY: exact figure from DUDC]
  • No primer under the build. On glass, coated metal and some acrylics, ink without the right primer will not key to the surface. It survives handover and fails after a few months of being touched.
  • A gloss laminate over tactile text. Applied for protection, it creates glare and can soften the edges of the characters.
  • Mounting decided on site. Height and side of the door are set by whoever is installing, not by the drawing, so a compliant sign ends up in a non compliant position.

How tactile and Braille signage is produced with UV printing

We produce tactile and Braille signage in our studio in Al Quoz, Dubai, on Direct Color Systems UV printers, using primers selected for the substrate. The raised characters and the dots are built up in cured layers of ink on the panel itself, so there is no separate applied plaque and no second material to lift at the edge.

The sequence is straightforward.

  1. Artwork is set with the final Arabic and English text, and the Braille is translated properly from each language rather than mapped from a font.
  2. The substrate is cleaned and primed. Which primer depends on the material, and on glass and coated metals this step decides how long the sign lasts.
  3. The flat graphics are printed, colour and text.
  4. The tactile characters and Braille dots are built in successive layers to the target height, curing as they go.
  5. The panel is checked by hand and by measurement, against the figures your consultant is working to.

Two honest notes. First, layer building gives good control over dot shape and edge definition, and it avoids the failure mode of an applied tactile layer peeling. Second, nothing printed is permanent. Abrasive cleaners, solvents and direct long term sun exposure will wear any printed surface, including this one. We would rather tell you that than promise a lifetime.

On any set above a handful of signs, we run one panel first and hand it over for approval before the rest goes into production. It is cheaper than finding out at handover.

Signage materials and where each one fits

The substrate changes the look, the cost and how the sign ages. Tactile requirements do not change with material, but adhesion and finish do.

Acrylic

The default for interior room signage. Opaque for a matt directly printed face, or clear and reverse printed for depth with the tactile layer built on the front. Non glare finishes are available, which matters for the contrast requirement.

Aluminium and stainless steel

For heavy traffic corridors, back of house, and sheltered exterior positions. Both need the correct primer, and brushed or bead blasted finishes hold up better against fingerprints than polished ones.

Wood and veneer

Used in hospitality and residential lobbies where the signage should read as joinery. It has to be sealed properly first, and it is not the right choice for wet areas.

Glass

Usually reverse printed on the back face with the tactile characters and Braille built on the front. Good for meeting rooms and glazed partitions. Primer selection is critical here.

Rigid PVC and composite panel

The economical option for back of house and temporary phases. Fine for what it is, and we will say so if it is the wrong specification for a front of house position.

One regional caveat. Full sun in Dubai is hard on everything. For exterior tactile signage we recommend sheltered positions and metal or acrylic, and we will not claim a printed finish is unaffected by years of direct UV.

What to prepare before ordering Braille signage

Having these seven items ready is the difference between a quote in a day and three weeks of back and forth.

  1. A sign schedule. Every sign, its location, its final wording and its room number. Final, not indicative.
  2. Approved Arabic text. Signed off by the client or their Arabic reviewer. Not machine translation, and not something we should improvise.
  3. Which signs sit on the accessible route. Your accessibility consultant or architect will know. It determines which signs are tactile.
  4. Substrate and finish per sign type. Including whether a non glare finish is required.
  5. The mounting condition. Glass door, gypsum wall, blockwork, or an existing frame. This changes fixing and sometimes the panel build.
  6. The code version your consultant is working to. Along with any project specific accessibility report, so the figures we build to are the figures that get checked.
  7. Programme dates. Snagging date and handover date, not just the date you would like the signs delivered.

FAQ

Questions we get asked

Is ADA compliance enough for a project in Dubai?

No. ADA is a United States law and carries no weight in the UAE. An ADA sign will be missing Arabic and Arabic Braille, and its dimensions come from inch based figures. Build to the Dubai Universal Design Code and to whatever your project accessibility report specifies.

Do the signs need Arabic Braille as well as English?

Yes. Dubai expects both languages on the sign, which means Arabic Braille in Unified Arabic Braille alongside contracted English Braille. Plan the plate size for two Braille lines from the start.

Can Braille be printed, or does it have to be an applied plaque?

It can be printed. We build the dots and the raised characters in cured layers of UV ink directly on the panel, over a primer chosen for that material. There is no separate tactile layer to lift at the edges.

How durable is printed tactile text?

With the correct primer and substrate it handles normal interior use and routine cleaning. It is not indestructible. Abrasive pads, solvent cleaners and constant direct sun will wear it, as they will wear any printed surface. For exterior positions we will recommend a material and a location rather than overstate the finish.

Do you supply the Braille translation, or do we?

We prepare the Braille from your approved final text in both languages. What we need from you is text that is signed off, because changing wording after the tactile layer is built means reprinting the panel.

Can you match our brand colours and finishes?

Yes, within the contrast and glare requirements. If a brand colour pairing does not give enough contrast between the characters and their background, we will show you the closest option that does.
